The Scottish voting system should be introduced into local elections in England and Wales to boost turnout, says a study from the Local Government Information Unit. In her report, Democracy day, Jo Dungey advocates switching to the single transferable vote (STV) system for councils. It was introduced north of the border at local elections in May. She says STV would encourage existing political parties to move away from targeting a small section of the electorate. The LGIU is hosting a debate on proportional representation on 12 July, chaired by Michael Burton, editor of The MJ, and attended by Simon Hughes and Eric Pickles.
