Wandsworth LBC claims it has lost ‘a treasurer without equal', following the retirement last month of director of finance and deputy chief executive, Simon Heywood. Cambridge graduate Mr Heywood had held both posts for the past 19 years, and was credited with putting Wandsworth on such a firm financial footing its residents now pay the lowest-average local taxes in the country.
