Treasury ministers have stymied council plans to use tax increment financing (TIF) to fund regeneration programmes, after imposing a limit on the cash available for new projects, forum delegates heard.

A workshop on future funding explored the opportunities provided by TIFs, under which local authorities could borrow against predicted increases in future business rates to fund regeneration projects.
