Paying tenants housing benefits directly through the universal credit (UC) could damage councils' ability to use the private rented sector to tackle homelessness, senior councillors and officials warned this week.

Under the Government's plan to roll out UC from October, tenants would receive their housing benefits directly, albeit four weeks in arrears.
