Voters in the devolved nations could gain the right to force by-elections and recall members of their legislatures if they commit a crime, under plans being considered by the Government.

Speaking in Parliament last week, Sir George Young, the leader of the House of Commons, confirmed the UK Government was considering extending the proposed legislation.
