The Guardian is not my usual daily read, but this article by Sue Ferns from the Prospect Union caught my attention. It is a very attractive proposition, not new, but its where it comes from that makes the article of interest. There is perhaps hope for the union movement yet.There is not much that Sue Ferns says about Civil Service reform that I don't agree with.
