Union leaders in Scotland have challenge plans to radically overhaul local government finance. Unison questioned plans by the Scottish Government to impose a centralised 3p in the pound tax and abolish council tax. Matt Smith, Unison's Scottish secretary, said the proposals would remove decisions and fund-raising powers from local government. The union also said the proposed level of the nationwide tax could leave a £900m hole in local government services. Mr Smith said: ‘They either set the tax at a rate which meets current local government spending -or local services will be cut.'
