The CLG has given itself a pat on the back for the way the nine new English unitary councils were created last year.
Its study, Establishing unitary councils in April 2009: Lessons learnt concludes that the CLG struck ‘about the right balance' in creating a national framework but leaving most decisions at local level.
It adds: ‘There was strong support for the overall approach adopted by the CLG.' In particular, it concludes that:
