Whitehall's desire to ensure the universal credit is only available online by 2015 risks leaving millions of the country's most vulnerable people without access, council leaders have warned.

Latest government figures show more than eight million UK residents have never used the Internet – with the elderly, disabled, poor and unemployed among the least likely to log on.
