Around £100m of fees paid to councils by bars, shops, restaurants and entertainment venues are unlawful, a leading barrister is warning.
In the wake of last month's ruling against Westminster City Council, which was ordered to repay £1m in fees collected from Soho sex shops, Philip Kolvin QC said up to 600,000 licensees are paying under illegal regulations.
