Unpicking the Spelthorne strategy

From the very start of the latest round of Local Government Reorganisation (LGR), Surrey has been the one to watch.

The complex financial landscape of the councils in the county – with £5.6bn debts across the local authority landscape – has pushed the Government to speed through LGR locally, making it the frontrunner and a potential blueprint for handling debt.
