The recent decision to ‘pause' local government reorganisation called to mind the quote attributable to the ancient Greek pre-Socratic philosopher Heraclitus that ‘the only constant in life is change' – a sentiment that manifests itself constantly in terms of technology, public expectations, political change and everyday life.
While councils have done their best to adapt and to keep up, one area that has been relatively insulated from change has been the management of elections which continue to run using 19th century election mechanics.
