Electoral stalemate at Waveney DC has seen the monitoring officer issue a legal opinion to resolve the issue.
The council's monitoring officer, Arthur Charvonia, issued a formal opinion on the process to elect a leader and chairman at the annual council, after the Conservatives and the Labour parties both secured 23 seats at the local elections on 5 May.
