Councils leaders have responded cautiously to news that environment secretary, Caroline Spelman, plans to hand them greater freedoms and responsibilities to improve air quality.
The Department for Environment, Food and Rural Affairs made the revelation last week, in its response to an Environmental Audit Committee (EAC) report.
