Blaenau Gwent and Caerphilly CBCs have announced plans to become the first local authorities in Wales to merge their social services departments.
A report will go before Blaenau Gwent's cabinet this week, which will look at proposals to integrate the two departments by 2014. Caerphilly's cabinet will discuss a similar report next month. The plan is to merge back office functions this year, and adult and children's services in 2012/13.
