A report on Wales' finances has raised serious concerns about the ability of the country's government to deal with emergencies, due to the lack of reserve cash in its budget.

Fears were raised this week by the Welsh Assembly's finance committee that the country's NHS alone would not have sufficient funds for the year, after being required to make £250m worth of savings – described as a ‘tough ask' by the Welsh NHS Confederation.
