The chief executive of Conservative-led Hampshire CC Gary Westbrook will take further advice from Counsel before deciding whether to launch a legal challenge to reorganisation.

Local government secretary Steve Reed backed a five unitary proposal for the Hampshire and Solent area earlier this year.
