Opposition councillors at Westminster City Council have warned that significant hikes in local social housing rents will hit low-income families hard.

The flagship Conservative borough could experiment with a new way of calculating rents, with plans to set payments at 40% of net incomes for some households. Following advice from ministers, the authority is also seeking to abolish lifetime tenancy arrangements, with most new tenants to be offered five-year tenures instead.
