Whitehall has formed a virtual working group with local government officers to provide ‘clarity' over the sector's roles and responsibilities in achieving net zero, The MJ can reveal. 

It comes after core cities called for billions of pounds of investment to transition to net zero following admissions they will fail to hit their now-scrapped ambitious targets.
