Wokingham Council employees Lynsey Harris and Keith Withers have emerged as overall winners of the young local authority of the year. The national competition that attracted entries from 43 local authorities was organised by the young programme, charitable arm of the leaders of tomorrow conference company. Oxford City Council's Karen Martin and Sally Short won the best English district council award (not the overall award as stated in last week's edition of The MJ).
