The South features strongly in analysis of human capital, although York is the top city, according to the latest survey of 325 local authority areas in England as part of an ongoing investment survey.
The analysis, by research consultancy Local Futures in partnership with The MJ, finds that four London boroughs are in the top 10 for human resources, and a further five are in the South. But York is top of the cities, and Warrington is seventh.
