Sheffield City Council is taking a tough line with residents who leave their wheelie bins out after rubbish is collected. Some 95 householders who left their bins out for more than 24 hours after rubbish collection have been issued with notices. They now face fines of up to £100 under the Clean Neighbourhoods and Environment Act 2005.
