Proposed changes to building regulations, announced by communities minister, Andrew Stunell on 31 January, could ensure all new homes are ‘carbon zero' by 2016.

Launching a consultation on the plan, Mr Stunell said ministers wanted to proceed in a way ‘that doesn't add to the regulatory burden on businesses', and claimed the new regulations would save firms more than £63m a year by slashing red tape.
