'Difficult year' ahead for Welsh councils

Councils in Wales will receive an increase in funding of at least 2% under the draft budget published today.

Finance minister Rebecca Evans said ‘councils face a very difficult year ahead', despite an increase to the core local government settlement of 3.1%.
