Local government secretary James Brokenshire will only invite new unitary proposals in the case of another Northamptonshire CC-type collapse, The MJ understands.

The new policy effectively slams shut any chance of a repeat of the Buckinghamshire reorganisation earlier this month, where the Government backed a single county unitary in the face of massive opposition from the districts.
