When the Government relaunched the local government reorganisation debate, ministers Robert Jenrick and the now departed Simon Clarke were probably unaware of just how much of a blue touch paper they had lit.
Making unitarisation an essential part of county-based devolution, Mr Jenrick sparked a scramble that was finally resolved – for the latest tranche of authorities – by last week’s announcement on local government reorganisation.
