Johnson to announce local lockdown powers

Boris Johnson is expected to give councils power to implement a local lockdown as part of a raft of plans to battle a second wave of coronavirus.

The Prime Minister is expected to hand a further £3bn to the NHS to help ease winter pressures, following worst-case scenario predictions of up to 120,000 more deaths to come.
