Leaders still left out of lockdown talks as PM plans three-tier restrictions

Government’s commitment to engaging with local leaders over their COVID strategy has failed to halt repeated reports of councils finding out their fate through media reports.

Prime minister Boris Johnson is expected to announce new details of a ‘three-tier’ system with increasing levels of restrictions. But the system, designed to simplify the message for the public, will be negotiated separately in different areas.
