Putting finance on the devolution to-do list

Seeking real fiscal autonomy for local government at times feels as elusive as the end of a rainbow.

Yes, there have been some fantastic devolution wins – most recently Manchester re-taking back control of their bus services.

I also wrote a few months ago about how in London we are benefitting from the maturity of our devolved governance, which is almost 25 years old.

However, making the case for more fundamental change – for central government to share the responsibility and potential benefits of fiscal policy levers with councils – remains firmly on the to-do list.
