Scottish budget defeat looms

The Scottish National Party is facing defeat over its budget this week after a row over local government funding.

Negotiations have ground to a halt with Green MSPs, who have backed the Scottish Government in previous budget votes, demanding reforms to council tax as a precondition of their support this year.
