The Government has been accused of ‘localising blame' by relying on council tax hikes to prop up local authorities' finances.

Conservative shadow levelling up minister, David Simmonds, said fees, charges and council tax would have to increase ‘in every council to the maximum possible extent simply in order to stand still' following the Spending Review.
