Balancing politics and governance

As political divergence grows, are stronger statutory officer protections needed to safeguard governance as political divergence grows, asks Abdool Kara.

Governments have increasingly realised that five years is precious little time to effect significant change. To make the best use of the time available, governments want the instruments of the state, including councils, to follow their agenda.

This is easier when government and councils are of the same political persuasion – due to shared ideologies and the use of party machinery, for example – dangling the possibility of a parliamentary seat to council leaders who toe the line.
