The phrase ‘fitting a quart into a pint pot', denoting trying to exceed what is physically possible, is an idiom much in mind since Andy Burnham became Prime Minister.
Burnham's declared intention is to lead change so significant it would easily fill two full terms of government, let alone the barely more than the half a term that he has available. And none are more significant in respect of local government than the proposals expressed in the Cabinet document Rewiring the State.
