King's Lynn and West Norfolk BC has appointed Carl Holland as assistant director of finance and deputy section 151 officer.Holland has been awarded the job on a permanent basis, having been in the acting position since April 2025, following the promotion of Michelle Drewery to deputy chief executive.He has previously worked at South Holland and Fenland DCs.Holland said: ‘Having worked across many public sector services, I'm excited to take on this next phase, working alongside my highly capable service managers to meet the challenges and opportunities ahead.'Chief executive Kate Blakemore added: ‘An experienced leader in local government finance, he's a great choice to continue taking West Norfolk forward as a permanent member of the corporate leadership team.' Robert Sheppard has retired after almost four decades of service to Kensington and Chelsea LBC.He spent more than 36 years at the council, most recently serving as the authority's head of governance and mayoralty.Sheppard said: ‘Kensington and Chelsea has been my second family and I am so very grateful for all the friendship I've enjoyed with colleagues and councillors over the years.'He added: ‘It's been a wonderful journey and I have been fortunate to work with some wonderful colleagues and councillors.' The Highland Council has announced the appointment of Richard Whetton as chief officer for business solutions.He is currently head of governance, compliance and performance at the Scottish Fire and Rescue Service and has previously held leadership and advisory roles within local government and the Scottish Government.Whetton said: ‘I am delighted to be joining The Highland Council and to have the opportunity to serve the people of the Highlands. I look forward to working with elected members, colleagues, communities and partners to ensure that our corporate services and systems support the best possible service delivery for local communities.' Philippa Hardy has announced she is to step down as HR advice policy and change manager at Cumberland Council.Hardy took on the role in March last year and had previously spent four years at Allerdale BC.She paid tribute to the ‘wonderful team' at the council and said she intended to ‘move in a different career direction and space'.Hardy added: ‘I have learned so much and been so grateful to have worked with such talented and committed people, working hard to deliver for the people and communities of Cumberland, wherever they sit in the organisation.'
