Much of the discussion around local government reorganisation (LGR) is understandably focused on structures: how many authorities should there be, what should governance look like, how should services be organised and what operating model will work best.These are important questions, but I believe the greatest risk facing local government is not getting the structure wrong, it is getting the structure right and still failing to improve the system.The distinction sits at the heart of whether reorganisation delivers genuine improvement or simply creates a different version of what existed before.Throughout my career I have seen organisations with sensible structures struggle, while others with less elegant arrangements perform remarkably well. The difference was not in the organisation chart, it was in the conditions that shaped behaviour; how decisions were made, how information flowed, whether people trusted one another, whether leaders were prepared to hear uncomfortable truths and whether the organisation had clarity about what it was trying to achieve.Structures do matter, but structures and systems are not the same thing: a structure describes how an organisation is arranged, a system describes how it behaves.Most organisations are perfectly designed to produce the results they currently achieve. Outcomes may not be what leaders intended, but they are usually a product of the conditions that exist within the organisation. Change reporting lines, move services or redesign leadership structures and those conditions often remain surprisingly resilient.I learned this lesson more than once as chief executive. Like many councils, we changed structures, moved responsibilities and redefined leadership arrangements. Much of it was necessary. What became increasingly clear, however, was that changing the structure did not automatically change the way people worked together. It did not create trust, improve decision-making or remove organisational friction. Those things required attention in their own right.We invested more time helping people understand what we were trying to achieve, why it mattered and how they could help shape change. We also spent more time listening. Those closest to the work often understand the realities of a system far better than those designing it from a distance. Operators see the work as it is, leaders often see it as it is reported.The learning was straightforward: structures can create the opportunity for improvement, but they rarely deliver improvement on their own.The same lesson appeared during periods of emergency response. During flooding and the pandemic, something interesting happened. People worried less about structures and became more focused on outcomes. Directorates worked together differently. Decisions were made faster, relationships strengthened and trust grew because people shared a common purpose and a practical problem to solve.LGR gives the sector an opportunity to think not only about structures, but about the conditions those structures are intended to create. There is much to learn from authorities that have already travelled this path and we should learn from them; it would be arrogant not to. But North Yorkshire is not Cumbria, and Cumbria is not Somerset. Every place starts from different circumstances, relationships and histories.That is why I believe LGR presents a much bigger opportunity than structural redesign alone. Structures matter, governance matters, financial sustainability matters.However, if reorganisation simply produces new authorities operating under old assumptions, old behaviours and old ways of working, we will not realise the potential benefits this once-in-a-generation opportunity presents.The more important questions sit beneath the structure chart: what is this new organisation actually trying to achieve, how will decisions be made, what will people experience when they interact with the organisation, how will leaders know whether improvement is genuinely taking place and what will success really look like? These are not programme management questions, these are fundamental questions about organisational design.I often speak about management ‘discipline and hygiene', not in the bureaucratic sense, but in the sense of consistently getting the basics right: reliable information, clear accountability, following through on decisions and doing what we said we would do. These things sound straightforward, yet they create trust, credibility and culture because they shape everyday experience. Without them, even the most ambitious transformation effort struggles to gain traction.LGR gives the sector an opportunity to think not only about structures, but about the conditions those structures are intended to create. There is much to learn from authorities that have already travelled this path and we should learn from them; it would be arrogant not to. But North Yorkshire is not Cumbria, and Cumbria is not Somerset. Every place starts from different circumstances, relationships and histories.The challenge is being intentional about the system we are trying to build.The authorities that emerge strongest from reorganisation may not be those that move fastest or redesign most extensively. More likely, they will be those that understand the conditions they want to create before those conditions become embedded for years to come.Because the greatest risk in LGR is not getting the structure wrong, it is getting the structure right and still failing to improve the system.Andy Begley is the former chief executive of Shropshire Council
