I have spent three decades holding senior roles in public and private sector organisations and one common factor has become painfully clear: we are all too often guilty of confusing ‘activity' with ‘progress'.

In the public sector, it often defaults to rearranging structures rather than rethinking purpose. Organisational charts change, but outcomes don't. It is the illusion of progress; busy work dressed up as transformation.
