Mayors should be given a 2.5p share of income tax to spend in their area, according to a moderate conservatives' organisation led by former West Midlands mayor Andy Street. 

A report by Prosper UK, which Street is co-chair of alongside former Scottish Conservatives leader Ruth Davidson, made the recommendation as part of its call on forthcoming Prime Minister Andy Burnham to give greater fiscal responsibility to regions.
