The Government could pay social housing tenants to co-ordinate maintenance on their properties – and allow residents to pocket cash savings – under coalition plans to improve homes while kick-starting local economic growth.

Housing minister, Grant Shapps, said he wanted to reward tenants who took pride in their homes by handing them greater control over how they were maintained.
