There is a need for change within Whitehall itself

Catherine Howe says the people driving change in local places are not turning the same focus on themselves. 'The surprise that is missing in the run-up to Christmas is the absence of a proper look at Whitehall and how it organises itself.'

In the run-up to Christmas I rather like the sensation of anticipating surprises, but I would rather not have our funding allocation to be one of them. Having listened to the Budget, I'm still no clearer.

By the time you read this we will know if the chancellor has deemed us naughty or nice.
