Children in care deserve more than just a place to stay – they deserve safe, stable homes that meet their needs and keep them rooted in the communities they know.

This principle is widely accepted and both local and central government are investing heavily to increase the availability of high quality provision. But as anyone working in children's services knows, translating plans and funding into registered, fully operational homes does not happen overnight.
