Churn among mandarins 'unprecedented'

Analysis shows that by the first anniversary of the coalition, 10 out of 16 departments have replaced their top civil servants.

Whitehall has undergone a massive change of leadership since the election, leaving newly-appointed permanent secretaries playing catch-up with ministers, a study by the Institute for Government has suggested.

Analysis by the institute's programme director, Jill Rutter, shows that by the first anniversary of the coalition, 10 out of 16 departments have replaced their top civil servants.
