COMMUNITY ENGAGEMENT

Citizen engagement: a new paradigm for local government

Citizen engagement is sometimes treated as something at the margins of decision-making, but a new INLOGOV report launched today at the LGA Conference argues for a more integrated approach, says Jason Lowther.

INLOGOV's new policy paper, Rewiring Local Government for Citizen Engagement, sets out a compelling case for placing citizen engagement at the heart of local governance, and provides a roadmap for making this happen.  We based the report on our research and work with practitioners and members, practice guidance, international research evidence, and valuable insights from think tanks and sector groups.

This is a key time for local democracy.  The English Devolution White Paper aims to replace the current two-tier county area councils and to extend mayor-led strategic authorities across the country.  Whilst this may have benefits in terms of financial resilience, it could also have unintended democratic consequences.  International evidence suggests that the amalgamation of councils often has negative effects on local democracy including lower voter turnout, fewer candidates in local elections, and a weakened sense of community among residents.
