Ministers need to be clearer about the Government's new towns agenda, peers have heard. 

At a House of Lords Built Environment Committee hearing today, senior research fellow at the Institute for Public Policy Research think-tank, Maya Singer Hobbs, called for greater clarity on ‘what the problem is that they are trying to solve with the new towns'.
