Community resilience, civil defence and the leadership challenge for councils

Civil resilience cannot be left solely to emergency planners, says Stephen Moir. Local government leaders should consider how communities, services and partnerships are prepared for future risks.

Having recently attended an excellent emergency planning refresher course, I've been reflecting on the use of the word resilience. My conclusion is that resilience has become a bit overused – we talk about personal resilience, organisational resilience and local resilience forums often in local government.

However, in reflecting on community resilience, I am increasingly concerned about what appears to be an absence of civil resilience and capability across the country.
