Envoys have questioned the commitment of councillors and staff to the ‘improvement journey' at Tower Hamlets LBC.

The three-strong team – tasked with ‘advising, mentoring, monitoring and challenging' the council – have published their first report since being appointed in January in the wake of a Best Value inspection.
