Political change is a fact of life in local government, but the transition to a new administration – especially one with little or no experience – can be a moment of risk as well as opportunity. 

For council employees, early and thorough preparation is the key to ensuring continuity, stability and public confidence. Too often, transitions have been marked by confusion, delays in decision-making and uncertainty among staff and residents.
