County councils have hit out at proposals to give mayors control over services like health and criminal justice – warning against a return to two-tier governance.

The extension of mayoral devolution is part of the report ‘Pride and Prosperity: A Decade to Restore Civic Power', which was published this week by Labour Together and reportedly has the backing of new local government secretary Steve Reed, who helped establish the influential think-tank.
