Pooling of staff between councils and development corporations may be required to avoid worsening recruitment challenges, a report has suggested.

Between 10 and 15 development corporations could be established over the next two years, in addition to four mayoral corporations already established so far in 2026, according to the report published by Birmingham University's Local Policy Innovation Partnership (LPIP) hub
