The Government's devolution agenda risks ‘leaving communities without a meaningful voice', Local Government Association vice president Baroness Scott has warned.

Speaking in a House of Lords debate on the Devolution and Community Empowerment Bill, Baroness Scott said local democracy would suffer as the legislation allowed the Government to ‘redraw local government boundaries, restructure authorities and compel mergers, against local wishes'.
