Devolution must be felt tangibly by communities

Government and local authorities should use the ongoing process of reorganisation to revive democracy in local communities and shift power downwards by default, says Zoë Billingham

A number of councils across England are grappling with the prospect of local government reorganisation – a mammoth task alongside planning the upcoming May elections.

Recent back and forth on whether this was possible threw up questions about why local government reorganisation – the task of scrapping district councils in favour of larger unitary councils – was worth it.
